I think that and the fact that he's now doubting and wondering if he just sacrificed his own life and Tony's to save Carl is what made him sit tight and let Larry come to him. The evidence has to be solid if they're going to move against Starkwood and save Tony, but rarely does Jack actually recognize that/reach out for help. Mayer really got to him because he's now putting full trust in the system and Larry to fix this and get Tony back.
